EU Rome: Gallia est omnis diuisa in partes quinquaginta

When you review a game, do you rate it based on how much you like it? Or on how good it is? Or on something in between? Because I really like Europa Universalis: Rome, but it needs to be a better game. Using 1up's nifty new system of assigning letter grades instead of their corresponding numbers on the 1-10 scale, I think of EU Rome as a paper turned in by a favorite student who simply isn't applying himself. Paradox, please see me after class.
