The idea that people at Ouya didn't forsee being at E3 would be important is laughable. One of the founders ran IGN. They knew what they were doing when they manufactured this confrontation.
Given the bad blood going arround, I wouldn't be surprised if the ESA had refused a booth. Possibly at the last minute.

I don't find it laughable that they could have forgotten to get a booth. I've worked at too many companies where everyone thought someone else was handling something only to realize too late that it was never assigned to anyone. I mean, I've got a friend whose company hired a third party to build them a mobile app. They spent many many thousands of dollars on the ad campaign announcing their app, and during a staff meeting where the boss was proudly showing a magazine he'd just bought off the rack with their ad in it someone said "Hey, I can't find our app in the appstore..." Turns out everyone assumed the third party would handle that, but the third party was told it would be handled internally. So they rushed to get the app up only to go back and forth with Apple for 3 months trying to get it approved.
Did they forget to get a booth? No idea. Is it possible they forgot to get a booth? Absolutely.
Since we're all speculating, presumably no one has actual hard data, then? The cost of a modest E3 booth or Ouya's financials? I mean, that would probably be a quick way to settle this instead of assuming a company with ~$24 million in known funding -- and remember, this money went towards hardware and manufacturing costs -- can reasonably afford to attend an event that's know for having ridiculously high booth prices. The only number I found out there was a post about Larian Studios attending last year, and pegging the cost at 30-50k Euros. If that's the case I can understand why Ouya didn't attend.
