Because they're pretty much spectacular.
I can see where you're coming from on that, but punk vs. new wave can be an awfully fine hair to split. I would say the line gets drawn somewhere around Martha and the Muffins.
I think given their role in the growth of the Canadian punk scene (and particularly the Toronto punk scene in the late 70s and early 80s with bands like Teenage Head and the Viletones), plus the "Waking Up Tired" singalong in Hard Core Logo, these guys earned some pretty solid punk rawk stripes.
And it's a great song, wherever you think they lie on the spectrum. :)

Good call. Propaghandi gets bonus points for having ties to The Weakerthans, who aren't really punk but who are really, really, really good.
I'd also like to recommend that people check out Hostage Life. Their album "Walking Papers", which featured the single This Song Was Written By A Committee is probably my favourite punk album since Rancid's ...And Out Come The Wolves.
Hostage Life is a killer band! Or, I guess they were. They broke up last November :( Their last album was released for free: Hostage Life - Centre of the Universe I love what they were going to use as the cover art.

The last Propagandhi album, Supporting Caste, is one of the best albums from 2009. It's amazing how much I've listened to it since it released, especially considering how little punk and hardcore I listen to these days.
Maybe it's wrong... but The Hockey Song sung by The Hanson Brothers Band is awesome.
