I guess that all the reports of Islamic militants infiltrating back into the country to kill GI's and the price for every dead GI that Saddam is willing to pay isn't enough to hazard combat pay anymore. Nevermind the fact that they seem to be offing one of our guys at the rate of about 1/day.
