He said he did not know if the flight was deliberately timed for when Canadian security efforts were focused on Mr Obama's upcoming visit to Ottawa.
What's the point of this, other than to piss people off? It's not like it had some obvious purpose, like our spy plane did over China.

Posturing? Reminding Canada that Russia can project power over the arctic in case of resources disputes?
As the article says many are attempting to lay claim to the north pole region as it's believed to be very rich in natural resources. I believe Russia has flat stated that they consider the north pole region to be their territory. This is likely posturing to that effect.
Russia's been doing it to Europe, too, for pretty much the speculated reasons.

Yeah, they have been sneaking around our airspace for the last couple of months as well. It's just posturing to remind us that they are still there (and in Norway's case can crush us at any moment if they feel like it)
But Finland and Russia have always been such great friends!
