That's kind of a moving target from what I can tell in the article. As long as disease was sanctioned by the government as a way to kill people, it's democide. So, if the government told people to sell blankets riddled with disease to the American Indians, that should be included. The American Civil War led to almost 400,000 civilian deaths? I know the South was ravaged economically, but this statistic surprises me. It's not like they were dropping bombs on cities. I thought Sherman's March, for instance, led to enormous loss of property but relatively little actual civilian death. Where did all these people die... Atlanta? Richmond? Vicksburg?
