What's the proper way to dispose of a 9 year old monitor absolutely nobody in their right mind would take, even if you paid them to?

I know you're not supposed to just throw these things out, heavy elements and shit, so just what does one do?

It doesn't operate in most loose definitions of "work", so no. Ther other options are?

stash it in the Wal-mart dumpster.

A lot of computer shops will take them for a fee as well.

I suggest picking it up with both hands and, stretching your wiry tendons to their utmost tautness, lift the monitor as high above your head as you possibly can. You might even want to try jumping up and down to get some extra height. Then let go. If you've done it right, the monitor will sprout plasmic cherub wings and flutter away with a seraphic hum!

Try your local school system. I gave my last monitor to the nearest high school. It wasn't even functional--something inside it had caught on fire--but they still wanted it. They had classes that attempted to fix ruined electronics equipment. If they failed, it got recycled. If they succeeded, they got a working monitor.
