Oasis? It's not precisely a 4X game, but it's short, sweet, and Civ-inspired for sure.

I actually have been using the Windows version of the original Civilization (yeah, the first one from back in the early nineties) for that purpose.
Compared to CIV it's very shallow and can be played through in a reasonable timeframe.

Try Empire or Battles of Destiny or Land of Legends, or just MoO1 on a small map. Or indeed, Civ on a small map.

Civ: Colonization on a small map is quicker than Civ. Or get Civ: Rev on the DS and play it in front of your pc.
