So what is the general response to this sort of thing? A harsh letter? I suppose in the run up to the re-election the US government has to be cautious not to play into Mugabe's hands.

edit: Seriously though, Zimbabwe has long seemed like it needed intervention in a manner similar to what occurred in Bosnia.

You could always keep the British out of any missions to cut away the worst vestiges of colonialism seeming in. Oh, and keep the African Union as essentially an equal partner in any intervention.

On Friday, Morgan Tsvangirai's Movement for Democratic Change said police had banned the opposition party's rallies out of concern for the safety of Tsvangirai and other party leaders. The open-ended ban only affects the opposition.

It's for your own good guys. We wouldn't want any of you to get hurt, you know...
