I would also add that you should start a website comprised of forums and only forums. Then break those forums into many categories and splinters so that you can never really find where to post the items you want to talk about. You will be so busy moderating the thousands of posts from the thousands of regulars it will attract that you will not have time to worry.

Also, if people do not flock to your forums in droves (although, there is a very slim chance of that) you can always go to other, better populated forums and pimp your forums as superior.
