It's on the BBC, but it's a pretty minor story. The government just says it is part of plans to hand over control of Iraq to the Iraqis. They say that it will be a partial withdrawal, and only a plan to be carried out if it is safe enough to do so. Seems like they would obviously plan out how to hand over control to the Iraqis, so nothing really shocking here.
