I don't know if all the news.google.com articles I found on it are alarmist. Though some fine sites like http://gapingmaw.com/ and http://www.ratemyboner.com/ are either being big babies, or were actually forced to shut down. It's been set off until September 7th for members of the Porn Lawyers Guild(I think) (four days from my 9/11 day!) then I guess the hammer either drops or does not drop on my dick.

What I am wondering, however, is what would happen if a teenager posted a naked picture of a teenager, or if a grandmother posted a picture of her 5 year old granddaughter running around topless?

Yeah, though it doesn't prevent that or even seek to prosecute it. What it prosecutes are anyone who posts pictures of anyone nude and does not have proof of their age. Even for the careful creep who has the girl scan ID, it's not enough. You need files that include all aliases, and are cross indexed. You also need two proofs of age.

It's not something they're going to enforce widely, they'll use it when they want.

I can't tell if all the people are lying to give the whole thing attention or not. The Rotten.com guys are members of the FSC(I think) so their websites don't have to be shutdown but they are. I'm very confused by it all, though I don't like the expansion of the law and I don't like the lack of coverage.
