I believe it is a dis couched in praise. Much like when grand ladies of the south add, "bless your heart," to anything, it is really an insult that is softened without removing the offending statement.

For example: That boy is as ugly as a dog's behind, bless his heart.

Also: The US is a blight on the world and should be removed, Allah forgive.
