One obviously public host who'd sit on his ass until the end, not participating in the game and using a very recognizable flag like Ermor, and the rest of the players would PM him their race selections, he'd post what races were in and once player limit was reached, the game would start.
Players would be forbidden from publicly revealing their identities - but they could negotiate in game and identify themselves since it's impossible to stop that. However, there would be obvious drawbacks to identifying yourself. Other players might learn from the person you identified yourself to. People you've played with before might know your style and tendencies. You'd have a reputation at stake, be perhaps less likely to engage in treachery or cheap tactics.
